警察通訊既要保密，又要簡潔，不能像打電話那樣沒完沒了。警察都是用代碼通話，從10-1到10-100，每個代碼代表一個專門的意思，得背得滾瓜爛熟才行。剛才女調度員叫10-25五角大樓，就是要求我們隨吉姆斯去支援五角大樓。收到指令後，每人還得對中心說一聲10-4，表示收到或明白。
五輛警車一字排開，風馳電掣般地朝五角大樓方向狂奔。剛才調度員不是說要「CODE3」嗎，那是緊急出警的意思，要閃警燈，鳴警報，在安全的前提下，不受交通規則限制。只有在緊急情況下才能這樣，隨便「CODE3」要受處分的。因為警車沒事老喊狼來了，大家司空見慣，等狼真的來了，也就是真有緊急情況時，就沒人讓路了。」
上文提到的10-1到10-100，就是美國警方使用的Ten-code，以阿拉伯數字10開頭，從10-1到10-100分別對應特定含義，每個警員必須爛熟於心，遇到情況隨口就能報出相應的代碼，同時收聽到指令中的代碼也能夠立即反映出對應的情況。這樣，只要報出幾組代碼加上地址，幾秒的時間，警局調度或其它警員就可以獲悉在哪裡有情況，是交通事故還是持槍搶劫、現場有無人員傷亡。有的讀者可能會聯想到當年數字式尋呼機使用的代碼，多少多少代表我愛你，多少多少代表請回電，沒錯，原理是相同的，順便您暴露年齡了。
Ten-code的概念最早出現於1937年，發明代碼的是美國伊利諾伊州警察通信總監Charles "Charlie" Hoppe。實際上，這組代碼全部都是以10開頭，真正表達內容的是後綴的數字（1~100），這是由於當時使用的真空管無線電設備，從按下發射鍵到電台達到滿功率發射要經過1/10~1/4秒的間隔，因此當操作者用手按下電台PTT按鍵的同時開始說話，那麼最開頭說的一個字或一個音節很可能會由於發射延遲而沒有發出去。所以代碼以10開頭，保證有效信息被發送。Ten-code於1974年被國際公共安全通信委員會Association of Public-Safety Communications Officials-International（APCO）正式定義為一種標准化代碼，並被美國執法機構一直沿用至今。另外值得一提的是，Ten-code代碼十分簡潔，除了無線電通訊之外，在可是距離內用書寫甚至手勢也能表達，無聲而隱蔽。
然而，Ten-code代碼也存在一定的缺陷，那就是對於同一個代碼，不同的機構組織可能會賦予其不同的含義。當多個部門需要協同展開行動時，這一差異就會給信息交流帶來誤差。例如，美國美國聯邦急救管理署United States Federal Emergency Management Agency在對2005年颶風「卡塔琳娜」的救援行動進行總結時，就曾經提出過這個問題，並建議在之後的跨部門合作響應行動中，應禁止使用Ten-code代碼。
